The 2025 appropriations bill, which approved a total budget of N615.86 billion, was signed into law by Professor Babagana Umara Zulum, the governor of Borno State.

On December 9, 2024, the governor first presented the State House of Assembly with a proposed budget of N584.76 billion. After much discussion, the Assembly approved the bill on December 24 with a N31 billion increase.

Governor Zulum emphasized the importance of the budget, known as the “Budget of Recovery and Continuity,” during a brief signing ceremony on Monday in the Government House’s Council Chamber. During his 2023 campaign, he reaffirmed his pledge to keep all of his campaign pledges.

“I want to fulfill all of the promises I made during the 2023 electioneering campaigns, so this year is really important to me,” Zulum said.

 

When submitting letters for approval, he advised state executive council members and heads of Ministries, Departments, and Agencies (MDAs) to closely follow the budget’s guidelines.

 

The governor also thanked the Borno State House of Assembly for passing the measure on schedule. “Under the capable leadership of our Speaker, Rt. Hon. Abdulkarim Lawan, we must commend the maturity of the House of Assembly,” Zulum stated.

He added that collaboration between the legislative and executive branches has been essential in advancing progress throughout the state and highlighted the legislature’s critical role in advancing the government’s developmental goal.

Speaker Abdulkarim Lawan commended Governor Zulum in his remarks for his innovative leadership and the many projects he has carried out throughout Borno in the last six years. He clarified that the budget had to be revised upward in order to make room for important, people-focused projects that will be carried out by other MDAs.
